When I read, I visualize from the character descriptions as actors I have seen in movies.

Spencer Tracy fits well for UNTIL THE LAST DOG DIES.

Does anyone visualize an actor when writing a story?

Yes I have done that with my first book. Remember Kramer on the Seinfeld show? My mortician needed more depth in my first book "A Disturbing Presence", so I put him, complete with the weird hair, and his energetic wackiness, inside my head and the character came alive.

I usually only use bits and pieces of actors. I do like to use people I have met and exaggerate some of their habits or hobbies. I used the barman in the pub where we used to play with the band. But if you would know him and read about the character, it would not be too obvious. I only use certain elements and often mix certain people to get what I want.

Rather than actors, I use Real People for writing purposes. When I wrote "Torn", I used the blond on the cover as the inspiration for one of the characters, only I transplanted the personality into her. This helps to write and visualize the characters better.
