the letter 'f' appears only one time in the first sentence, the one that you may be really asking about, I think...... however;
It also appears 13 times in the sentence.... beginning with Franklin.
So, it could either be 1 or 13, at least that is what it looks like to me.

Most people skip the ones at the back of words like 'of'...I've seen this one before, so knew what to look out for...
