I'm preparing to send out some queries and in perusing agent websites I'm noticing that submission guidelines are changing and many agents are requesting synopsese, sample chapters, and cover letters. Is a cover letter the same thing as the old query letter?

As I understand it (and I'm not sure I do), a cover letter simply says "Dear Sir/Madam, Herein you will find....etc....Sincerely yours, Dennis".

It was my understanding that cover letters are for non-fiction, generally with a resume.
In fiction, the equivalent is the query.
Maybe I'm wrong.

Use your query letter if it's your first communication with them. If you're sending materials they requested from your query, send a shorter letter that summarizes what's in your query.

A good rule of thumb is to find out what the agent or publisher wants with the submission. Give them exactly what they ask for. Nothing more or less. If they want a cover, they will say so. If they ask for a query letter only, that is what they get.

If their site does not give you any instructions, write or call them and ask for their submission guidelines. While you are there, find out the name of the person who will make the decision and make sure to address that person directly, unless instructed otherwise in the guidelines.
